From the 1st paragraph of the PDF: “[These guidelines] issued by the Federal Ministry of the Interior (BMI) serve as working instructions for the employees of the alien authorities. [They] are not a law; the interpretations they include tend to be worded in a restrictive way, may be incorrect and are not binding for the courts.”
