  2. To Whom It May Concern:

    With the reference to Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States and
    According to Article 15 of the Regulation No. 586 of the Cabinet of Ministers of the Republic of Latvia, adopted on 18 July 2006, an EU citizen’s family member who is not an EU citizen, is entitled to enter Latvia together with his/her spouse an EU citizen and to stay there up to 90 days if she/he holds valid EU citizen’s family member resident permit issued by another EU member state.

    You can get ref. letter from Latvian Embassy on request.
